Is it possible to have reviewers assigned to records that are not necessarily set up as users with inciteKnowledge? Some of my reviews (legal team) will not be using the tool to respond to or build documents, but I want to be sure that I can send content out to them for review and approval.

I want to be sure that I am setting up the reviews, users and groups correctly.

When configuring users in the Admin pages, you can choose to save a user as a reviewer. By doing that, you create users that are not allowed to log into the system but can participate in the content review process - via the content that is emaied to them as part of the ongoing reviews.
